What EPC rating does a landlord need to rent a property?
In England and Wales the current minimum standard for most qualifying private rented homes is band E, with exemptions in limited cases. What the rules say today.
The current minimum in England and Wales
Under the minimum energy efficiency standards (MEES), domestic private rented properties within scope generally cannot be let, or continue to be let, with an EPC rating of F or G unless a valid exemption is registered. The current minimum is therefore band E — not band C.
Why people think it is C
Government policy direction has pointed towards improving privately rented homes towards band C or equivalent by 2030. That is a future standard and consultation direction, not today's legal minimum. We think it is worth planning for, but it should not be presented as the rule that applies right now.
Exemptions
Limited exemptions exist — for example where relevant improvements cannot be made within the cost cap, where consent has been refused, or where an expert report indicates an improvement would damage the property. Exemptions must be registered on the PRS Exemptions Register with supporting evidence; they are not automatic.
Where an inaccurate certificate causes real problems
- A property recorded as F or G when the evidence supports better can hold up a letting unnecessarily.
- Improvement budgets get spent on the wrong measures because the certificate misstates what is installed.
- Portfolio compliance reporting inherits the same error across multiple properties.
